Please find Mark’s DEIS comments attached.  Also note he said he couldn’t submit to the comment e-mail address.  He is the third individual claiming they were unable to submit comment to the e-mail address.  I believe it is correct.  Am I missing something?

I appreciate both the constraints you work under and the considerable effort that has gone into producing a document which fits the current political climate.
